Review against CONTRIBUTING.md

The change itself is small and correct. packages/rdf/package.json pins n3 to the exact version 2.13.12, as required, and the lockfile moves with it. The 2.7→2.13 jump is minor-level, and the release notes list only bug fixes. Three things need attention before merge:
