Summary

• X tools are included in Grok Bot through the X connector. The guide no longer estimates costs, checks credits, asks for cost confirmation, or states a balance on connect.
• Webhooks and X Activity API subscriptions are the only billed endpoints. Before creating or changing one, the agent checks get_usage_credits, gives the balance and per-event delivery prices, and waits for a yes. "Out of credits" applies only there.
• Rebuilt the guide from scratch (690 → 332 lines): one billing section, one missing-scopes section for Chat, calls, and livestreams, and a tighter X Chat flow. Removed references/pricing.md, the starter-credits table, and the budget tiers.
• Opening a message request now uses only the paged events, so the preview isn't decrypted twice.
• Bump to 2.9.0, changelog entry, and a README billing line.

Test plan

• Connect X: capabilities message with no balance, cost, or credits copy.
• Large search or multi-page timeline: runs without a cost estimate or confirmation.
• Ask to set up a webhook or XAA subscription: agent checks get_usage_credits, quotes balance and per-event prices, waits for a yes.
• Ask "how many credits do I have": balance plus "only used for webhooks and XAA".
• Chat, calls, livestreams: same behavior as 2.8.1 (unlock and saved key, unread, message requests, scheduling, stream-key handling); missing feature tools give the reconnect line, not error 2.
