release: 0.3.13's notes ship behind 中文说明 / English, and CI now checks - #39

The shape is in docs/RELEASING.md and tools/collapse-release-notes.py applies it; I wrote the 0.3.13 file flat and the draft went out with both languages open, which is exactly the scroll the closed block exists to avoid — the downloads were pushed below the fold. The file is collapsed now, and the Docs job fails when a note under docs/releases/ is missing either summary line, so the next flat file is caught by CI rather than by the person reading the release page.

v0.3.13's notes were written flat, so the draft showed both languages open and pushed the downloads below the fold. The file is collapsed with tools/collapse-release-notes.py, and the Docs job now fails when any note under docs/releases/ lacks either summary line.
