Summary

• Bump the Compass workspace, internal crates, lockfiles, qualification producer, and VS Code package to 0.3.16.
• Add the 0.3.16 changelog section for universal evidence lifecycle/Ruby extraction, bounded blind-spot diagnostics, PHP graph semantics, and CLI/PR review contract improvements.

Release notes

This release refines universal evidence lifecycle metadata, hard-cuts Ruby production extraction onto the version-1 universal pipeline, publishes typed bounded graph blind-spot evidence and history comparisons, preserves PHP callable/trait semantics, and improves CLI/export and pull-request review readability.

Validation

• cargo metadata, workspace check, fmt, clippy, workspace tests, and Compass product contract on Rust 1.97.1.
• Product-boundary and release-script checks.
• Code-graph v1 fixtures-only qualification with deterministic byte comparisons.
