Importar SIGE-PROJECT-Cloud y añadir app IA multi-proveedor

Description

Importa y sincroniza el contenido de SIGE-PROJECT-Cloud en la rama feat/sige-ai-app y añade el scaffold inicial de la app IA (sige-ai-app) con soporte multi-proveedor y UI de configuración. También incluye scripts de provisión M365 y adaptadores de ejemplo.

Hay archivos grandes (model.onnx y media/explain.gif). Se recomienda usar Git LFS para esos binarios antes de fusionar. Si se necesita, puedo mover esos ficheros a LFS en un commit separado.

N/A en esta PR: cambios mayores de contenido y scaffold. Recomendado: validar la app sige-ai-app localmente y revisar scripts m365 en entorno de staging/Cloud Shell.
