Add finite-block quadratic Thiele construction, Classic and OneDiv evaluation, scaled derivative recovery, pole/residue extraction, and package API integration. Include only the Section 6 experiment runner and its test environment, plus permanent QTCF regression checks. Validation: 4200 focused assertions passed; package groups recorded 1139 passes and one AAA imaginary-interval tolerance failure reproduced identically in pristine v0.4.1. All 28 Section 6 fits completed.
