…a proposal as saved when it was not The 0.10.1 acceptance re-ran the non-delegated path and work start derived the same session id a rejected proposal already carried. The ledger refused the duplicate, work start still printed '제안을 보존했다', and work issue found nothing. usedIds now includes every proposal id the ledger knows, and when create fails the outcome carries only the advanced handout.
