The Windows descendant lifecycle test can start PowerShell after the previous 10-second marker deadline when the full CI suite is under load. The process-tree behavior still passes locally and in prior isolated/full runs.
Give the integration fixture a named 30-second startup deadline while retaining the existing 5-second post-close termination assertion.
Validation: focused Windows test passed; pre-push build, tests, and clippy passed.
