All four use issues: write and set appUser, so bare --as-user works through the app broker.
They reuse the existing client, host action and allowlist paths.
Tests cover the names list, permissions, timeouts and rebuilt argv.
Full suite: 528 pass.
Summary by CodeRabbit
New Features
Added actions to lock or unlock an issue and pin or unpin an issue. Each action requires an issue number; locking can include an optional reason.
These actions require write access to issues and can run as an app user.
Documentation
Updated the action catalog and permissions documentation to list the new issue actions and their required access, including the issue-number requirement and optional lock reason.
No actionable comments were generated in the recent review.
Walkthrough
The action catalog adds issue:lock, issue:unlock, issue:pin, and issue:unpin. Each action requires an issue number, uses issues: write, enables app-user execution, and has a 60-second timeout. Lock also accepts an optional reason.

Summary
Define and register issue actions packages/core/src/actions.ts
The catalog adds and registers four issue actions. Each requires an issue number, requests issues: write, uses a 60-second timeout, and allows app-user execution. Lock accepts an optional reason. Pin and unpin target issues.
Test and document action behavior test/unit/actions.test.ts, README.md, .changeset/catalog-issue-admin.md
Tests check the action names, settings, generated arguments, and the missing-number error for lock. The README lists the required permission, and the changeset describes the actions and their settings.
code-vaults/git-credential-broker#85: The issue lists these four actions as missing catalog entries. This PR adds them; other listed gaps remain outside its scope.

No architecture-level concerns identified.
Security review details
Security Blast Radius
inferred — A caller admitted to the existing action interface gains four additional issue-management operations across repositories permitted by the configured host allowlist, subject to the selected GitHub identity's authority. Each app-token request remains restricted to one repository; no new cross-repository token grant or caller-defined command capability is introduced.
Trust Boundaries and Controls
observed — Pin and unpin receive the runner's issue-versus-pull-request preflight. Lock and unlock omit that metadata and rely on CLI target enforcement. Earlier upstream-source inspection established that GitHub CLI v2.103.3 rejects pull-request numbers for these commands, countering the proposed wrong-target mutation path. The deployed CLI version was not established.
Resilience and Maintainability Implications
observed — After receiving an app token, the provider attempts revocation in finally following runner success or failure and returns a warning if revocation fails. The inspected execution path contains no mutation rollback, reconciliation, or automatic retry. It therefore does not establish the remote issue state after an ambiguous timeout, ordering of concurrent opposite operations, or revocation after abrupt host termination. These are inherited lifecycle limitations, not demonstrated PR-introduced vulnerabilities.

Approved. Reviewed independently against gh 2.103.3 on 6969c5d.
Verified
All four entries match gh: issue lock {<number>} [--reason], issue unlock, issue pin, issue unpin. --reason is the only flag; gh validates its four values itself, so a free-form string here matches how issue:close --reason is catalogued.
Policy: issues: write for all four (the Lock endpoint's fine-grained rule is "at least one of Issues write or Pull requests write", and the target here is an issue), 60-second timeouts like the other single-call issue mutations, appUser: true like issue:close/reopen.
target: 'issue' is correctly absent — none of the four can act on a pull request. Measured on this PR's own number:
gh issue lock 95 -R … makes one GraphQL read and exits 1 with "… not found, but found pull request … Use gh pr lock", before any mutation.
gh issue pin 95 sends pinIssue and the API rejects the node id: "Could not resolve to Issue node with the global id of 'PR_…'". A genuine Issue id resolves and is then refused for permission, so that is the type check, not a missing permission.
gh issue unpin 95 is a read-only no-op: exit 0, "… is not pinned", with the PR named in the message.
Adding the close/reopen probe would cost an extra API call per action and prevent no write.
The GraphQL read path is not new to an issues-only token: gh issue view uses the same FindIssueOrPR query and is catalogued with issues: read.
Real executor with a fake gh: argv is exactly issue lock 7 --reason spam --repo acme/widget and issue unlock|pin|unpin 7 --repo acme/widget; minimal env, GH_TOKEN present, GH_PROMPT_DISABLED=1. Client dispatch (gcb issue … and gcb gh issue …) reaches the same path, and --reason without a value, a missing number and a second positional are all refused before contacting the broker.
gcb gh --help, gcb --help and the README permission table match the catalog — a scripted comparison of all 28 actions found no missing row and no permission mismatch.
corepack yarn check: 528 pass, 107 suites.
Mutation-tested the new guards: dropping appUser, changing a timeout, downgrading unlock to issues: read, pointing unpin at issue pin, removing the issue:unlock registry entry, dropping the reason flag, and changing the number's type each fail declares the issue-admin policy or builds the issue-admin argv.
Nits (non-blocking)
declares the issue-admin policy sits in describe('buildGhArgv'); the analogous close/reopen policy test lives in describe('gh action catalog'), and these are catalog assertions.
The four definitions were inserted between RUN_RERUN and RUN_VIEW, splitting the RUN_* group; placing them after ISSUE_LIST keeps the issue group together. GH_ACTIONS order is already right.
No test exercises buildGhArgv('issue:lock', { number: 7 }, …) — the path gcb issue lock 7 actually takes — or a missing number. Mutation testing shows the optional flag and the required positional can both be changed today with a green suite; the same holds for the existing issue:close, so this is not a regression.
@i1stG Addressed the three nits in 5fe584d: the four issue-admin definitions now sit after issue:list, declares-the-issue-admin-policy is back inside describe('gh action catalog'), and lock-without-reason plus missing-number cases are tested. Also added target: 'issue' to issue:unpin so a PR number is refused by the existing preflight rather than silently returning the no-op; other three still rely on gh's own type failure. 528 pass.

Delta since my previous approval (6969c5d)
The three nits are addressed: the policy test now lives in describe('gh action catalog'), the four definitions sit with the other ISSUE_* entries so RUN_* is contiguous again, and buildGhArgv pins both issue:lock { number: 7 } (no --reason) and the missing-number refusal.
issue:unpin now declares target: 'issue'. Verified with the real executor and a fake gh: a PR number runs only gh api repos/acme/widget/issues/7 --jq '.pull_request != null' and rejects with "#7 is a pull request, not an issue"; issue unpin is never spawned. For an issue, the probe is followed by issue unpin 7 --repo acme/widget. This is the right one of the four to guard: unpin was the only case whose wrong kind exited 0 ("not pinned"), and lock/unlock are refused by gh itself before any mutation is sent.
Mutation-tested the new assertions: removing target fails declares the issue-admin policy; making --reason required and dropping the positional's required each fail builds the issue-admin argv.
corepack yarn check: 528 pass, 107 suites. gcb gh --help renders the four entries; the catalog/README permission table is unchanged and still matches.
Non-blocking
issue:pin remains the one issue action that neither gh nor the catalog refuses for a PR number: it spawns pinIssue and fails with "Could not resolve to Issue node with the global id of 'PR_…'". I confirmed on this PR's number that this is a rejection, not a wrong-kind write, so I am not blocking on it. If you want the rule to read "where gh does not refuse the other kind, the catalog does" (close/reopen/unpin/pin, while lock/unlock are gh's own), pin would want target: 'issue' too: one extra read on a rare admin call, and the host-opener route then gives the clear refusal instead of the GraphQL message. Otherwise a line in the changeset saying only the exit-0 case is guarded would make the asymmetry deliberate.
Micro-nit: stray blank line before the }); that closes describe('gh action catalog') (test/unit/actions.test.ts:114).
@i1stG Took the optional symmetry in 74ef6a3: issue:pin now also declares target: 'issue', so the catalog refuses a PR number before pinIssue instead of relying on the GraphQL type error. issue:unpin keeps it; lock/unlock still rely on gh's own refusal because they never reach a mutation. Changeset states the rule for pin/unpin, and the stray blank line is gone. 528 pass.

Approved at 74ef6a3.
issue:pin now carries target: 'issue' too, which settles the asymmetry: close/reopen/pin/unpin are the actions where gh does not refuse a PR number itself, and all four now let the broker refuse it; lock/unlock stay without the field because gh refuses those locally.
Verified with the real executor and a fake gh:
PR number: only gh api repos/acme/widget/issues/7 --jq '.pull_request != null' runs, then "#7 is a pull request, not an issue"; issue pin is never spawned.
Issue: the probe, then issue pin 7 --repo acme/widget.
Mutation-tested the new field: dropping target from either pin or unpin fails declares the issue-admin policy; making --reason required fails builds the issue-admin argv. corepack yarn check: 528 pass, 107 suites. The changeset wording and the previous blank line are clean too.
