Add gcb repo fork [owner/name].

A fork must be owned by a user account; an installation token has none, so --as-user is required:

  • bare --as-user creates the fork through the broker with the authorized user's OAuth token
  • --as-user <login> creates it through the host opener with ~/.config/gh-<login>
  • no --as-user is refused explicitly, rather than pretending the app can fork

The source defaults to the checkout's origin; an explicit owner/name overrides it. The broker enforces identity: user for action: fork; the provider calls POST /repos/{owner}/{repo}/forks with the authorized token. The host opener advertises fork and runs gh repo fork <owner/name> in the selected account.

Tests: host request shape, host opener argv/URL, provider fork token/API, client identity/refusal. corepack yarn check: 386 pass.

Summary by CodeRabbit

  • New Features
    • Added gcb repo fork to create a repository fork under a personal account. Specify a repository or use the checkout’s origin.
    • Use --as-user to select an authorized user, or provide a login to submit the request through a host opener.
    • Use --host to choose a host; otherwise, the command uses the origin’s host or defaults to GitHub.
    • Successful forks include a link to the resulting repository.
  • Bug Fixes
    • Forks under the app identity are refused; forks must be owned by a person.
    • Host openers restrict fork requests to repositories on their configured allowlist. Provide --config to supply that configuration. Allowlist matching is case-insensitive.

Existing forks are idempotent: when gh exits 0 with only owner/name already exists on stderr, the host opener reconstructs the URL from the request host instead of failing. userTokens can fork too; --as-user owner/name is treated as the source; empty --host is refused.

Host-opener fork requests are checked against the broker config's allowlist for the request host (pass --config to the opener); PR/issue behavior is unchanged.

Walkthrough

Adds gcb repo fork with broker and host-opener submission paths. Fork requests require a person-owned identity. The GitHub App provider creates forks using an authorized user token or the repository owner’s configured token. The host opener checks repositories against the allowlist for the request host.

Changes: Repository fork flow

Layer / File(s) Summary
Fork request contract
packages/core/src/host-request.ts, packages/core/src/types.ts, test/unit/host-request.test.ts
Adds a fork request shape and repository and host validation. Host request reading and claiming accept valid fork requests without branch or text fields.
Client command and submission
packages/client/src/commands/repo.ts, packages/client/src/commands/host-submit.ts, packages/client/src/index.ts, packages/core/src/index.ts, test/unit/repo-command.test.ts, README.md, .changeset/repo-fork.md, AGENTS.md
Adds the gcb repo fork command, source and account selection, and broker or host-opener submission. Help text, documentation, release notes, and tests cover the command. AGENTS.md has no observable content change.
Broker enforcement and GitHub fork creation
packages/host/src/broker.ts, packages/host/src/providers/github-app.ts, test/unit/broker.test.ts, test/unit/github-app.test.ts
The broker rejects fork requests that do not use a user identity and records the fork URL. The provider creates forks using an authorized user token or the repository owner’s configured token. Tests cover these behaviors.
Host opener fork route
packages/host/src/commands/host-opener.ts, packages/host/src/policy.ts, test/unit/host-opener.test.ts, README.md, examples/host-opener.service
The opener advertises fork support, checks the repository against the configured allowlist, and runs the repo fork command. It returns fork URLs or errors. The allowlist matches caller-provided repository spelling without case sensitivity.

Broker rejects every fork request with "bad number".

The changed code accepts fork at Lines 395-396 and requires identity: 'user' at Lines 409-411. The check at Line 473 was not updated. It exempts only open, resolve and edit from the pull-request number requirement.

gcb repo fork sends no number (see packages/client/src/commands/repo.ts Lines 85-95). For action: 'fork', typeof number !== 'number' is true. The broker returns bad request with "this action needs a pull request number" before it calls provider.pullRequest.

Result: the bare --as-user path always fails. The provider code and the client stub test do not reach this check, so the existing tests do not catch it.

Add fork to the exemption. Add a broker-level test that sends action: 'fork', identity: 'user' and no number.

The route is well built — identity is enforced on both sides, the capability gate refuses what the opener cannot serve, and the tests bite. One user-visible failure is in the main path, and there are doc gaps CodeRabbit also found (its three threads are valid; I re-measured two of them).

Blocker: a fork that already exists is reported as a failure

gh repo fork, with no TTY, prints the fork URL to stdout only while the fork is younger than a minute. After that it prints me/widget already exists to stderr, leaves stdout empty, and exits 0 (from pkg/cmd/repo/fork/fork.go: if createdAgo > time.Minute { … "already exists" … } else { … Fprintln(opts.IO.Out, GenerateRepoURL(…)) }). The opener parses stdout, finds no URL, and returns an error. Measured against a gh that reproduces that exact output:

$ gcb repo fork acme/widget --as-user alice
error: the host opener could not open it: no fork URL in the output: me/widget already exists
exit 1

The fork exists and gh itself succeeded. This makes the second run of the command a failure — and a retry is an ordinary path here, since the client's own timeout message says "check the … list before asking again", and any re-run of a deployment script hits it. A retry within the first minute still works, which makes it worse: the same command is idempotent or not depending on the clock.

A fix fits the data the opener already has: exit 0 with empty stdout is gh's success-with-existing-fork. To keep a URL, note that repo.ts already computes host but only uses it on the broker route — putting host on the fork request lets the opener turn gh's me/widget into https://<host>/me/widget. Failing that, answer with the name and no URL rather than an error.

Nits

  1. README.md:137–140 breaks a referent (CodeRabbit's finding, and it reads that way to me): the new fork paragraph sits between the flag-only gcb pr description and "For that flag-only form, creation uses the app's installation token…", so the sentence now appears to describe repo fork. Move the paragraph after the identity/--repo ones, or name the form in that sentence.
  2. The opener's own help and startup line do not mention forks (CodeRabbit's finding): HOST_OPENER_USAGE says "requests to create a pull request or issue", --command says "the program that creates a pull request or issue", and host-opener.ts:162 logs "creating pull requests and issues with …". All three should include forks.
  3. gcb repo fork --as-user acme/widget reads the repository as a login (CodeRabbit's finding, measured): error: --as-user must be a GitHub login or no value, got "acme/widget". --as-user --socket … -- acme/widget works, but only with every flag before the --. Either accept a REPOSITORY-shaped value as the positional, or say in the usage that owner/name goes before a bare --as-user.
  4. --host "" is accepted and goes on the wire as host: ''; pr.ts refuses that locally with --host needs a value, and repo.ts should too. Measured: repo fork --as-user --host "" sent "host": "" and only the (fake) broker's answer hid it.
  5. REPOSITORY accepts all-dots segments. repo fork acme/.. --as-user alice passed the client check and reached the opener as gh repo fork acme/... normalizeRepoPath in policy.ts has ALL_DOTS_RE for exactly this, with a comment saying acme/.. is "a traversal attempt, not a name"; the new validator should share it. Not exploitable today — one argv element, no shell, and gh rejects it — but it is the same class the existing guard exists for, and HostRequest's reader is a boundary.
  6. A fork is recorded as a pull request. The audit line is event: "pull-request", action: "fork", pr_number: 0, pr_url: "https://github.com/me/widget" (broker.ts:505–517), the wire op is pull-request, and the response field is prUrl. Reusing the plumbing is defensible, but pr_number: 0 is a number that means nothing; at least omit it for fork (and consider fork_url).
  7. userTokens cannot fork. The provider's fork branch calls personalToken() only, so a deployment with userTokens and no authorize gets no authorized user token for fork; run gcb authorize first. If a fine-grained PAT can create a fork, that is an unnecessary gap against "none of the ways replaces another"; if it cannot, say so next to the userTokens section, which already carries the same caveat for --resolve.

Verified

  • corepack yarn check: 370 pass; check-runs on 74b94ff green on Linux, macOS, WSL and Windows.
  • Broker route: refused without --as-user; the wire carries op: "pull-request", action: "fork", identity: "user", path: "acme/widget"; --proxy is forwarded; no positional falls back to origin (acme/widget from the checkout's remote).
  • Opener route: argv is exactly repo fork acme/widget (no extra flags, no shell), the marker advertises ["pull-request","issue","fork"], a fresh fork answers with the URL, and an opener that does not advertise fork is refused with does not advertise fork support in 0 ms with no request written.
  • Mutations: sending identity: "app" from the client fails the wire test; inserting -- into the opener's argv fails the fork-route test.

Forks require a user identity; bare --as-user uses the broker OAuth token and --as-user <login> uses the host opener. The app identity is refused because it cannot own a fork.
Existing forks are a successful gh exit with only an already-exists line; turn that into a URL from the request host. Support userTokens for fork, reject empty --host, treat --as-user owner/name as the source, and record fork_url instead of pr_number.

@i1stG All review items are addressed in 741fe8f (383 pass): existing forks now succeed by constructing the URL from gh's already-exists line + request host; userTokens can fork; --as-user owner/name is treated as the source; empty --host is refused; all-dots segments are rejected; host-opener help/startup mention forks; README paragraph moved; fork audit records fork_url instead of pr_number 0. No unresolved blockers on my side.

Changes requested

The fix commit does what it says for the opener route and most of the broker side, and I verified each item by running it. But the broker route cannot work at all: the real handler refuses every fork before it reaches the provider.

Blocker: the broker route is refused by the broker itself

The client sends no number (measured on the wire):

{"v":1,"op":"pull-request","host":"github.com","path":"acme/widget","action":"fork","identity":"user","session":"repo","pid":…}

and createRequestHandler requires a positive number for every action except open, resolve and edit (broker.ts:473), so fork is denied:

fork (no number): {"ok":false,"code":"bad-request","reason":"this action needs a pull request number"}

Adding a number by hand makes it pass immediately — fork (number:1): {"ok":true,"prUrl":"https://github.com/me/widget"} — so that guard is the only obstacle, and the fix is fork in the same exclusion list.

Why the suite is green: repo-command.test.ts talks to a hand-rolled socket that answers ok to anything, and broker.test.ts has no fork case at all. Driving createRequestHandler with { action: 'fork' } would have caught this in one line; that is also the only place the new identity: 'fork' must be user rule is checked, and it is currently untested too.

Two nits that are still only half-fixed

  1. --host "" is still accepted. The new guard is args.has('host') && …, but --host "" is a value, not the boolean flag, so the guard never fires. Measured: the request carried "host": "" and the client reported success against a permissive broker; a real broker would answer "unknown host". pr.ts already solves this with invalidValue(), which inspects the values as well.
  2. REPOSITORY still accepts a leading all-dots owner. The new ^(?!\.+$) lookahead can never match a string that contains /, so only the repository segment is guarded: acme/.. is correctly refused now, but ../widget and ./widget still pass. Measured end to end — repo fork ../widget --as-user alice wrote a request and the opener ran gh repo fork ../widget. normalizeRepoPath rejects both segments with ALL_DOTS_RE; the same per-segment check is what this needs.

Verified good, on this head

  • Existing fork is now a success. With a gh emitting exactly gh's non-TTY output (me/widget already exists on stderr, exit 0, empty stdout), the opener answers https://github.com/me/widget from the request's host and the client exits 0 — the failure I raised last round is gone, and host is now carried on the fork request.
  • --as-user owner/name is read as the source (measured: path: "acme/widget", identity: "user"), and the bare/valued conflict still refuses.
  • userTokens now forks, and the fallback is pinned: disabling it fails "forks with a token per owner when there is no authorized user".
  • Audit is fork-shaped: through the real handler, {"action":"fork","fork_url":"https://github.com/me/widget"} with no pr_number, and the response carries no prNumber; open is unchanged.
  • The already-exists branch is pinned too: disabling it fails "turns gh's already-exists line into a URL".
  • HOST_OPENER_USAGE, the --command description and the startup line all name forks now; the README paragraph no longer breaks the "flag-only form" referent.
  • corepack yarn check: 383 pass; check-runs green on Linux, macOS, WSL and Windows; no unresolved threads.

Fork needs no pull request number; also reject an empty --host value and all-dots owners.

Fixed in c9f6637: fork is exempt from the pull-request-number guard, with a real createRequestHandler test asserting fork reaches the provider, no prNumber, and audit fork_url; empty --host and all-dots owners are rejected. 384 pass.

c9f6637 closes the blocker and both half-fixes, and each one is verifiable now:

  • Broker route works. Driving createRequestHandler directly: fork without a number → {"ok":true,"prUrl":"https://github.com/me/widget"} with no prNumber, and the audit is {"action":"fork","fork_url":…} with no pr_number. The new broker.test.ts case pins exactly that, and putting fork back under the number guard fails it.
  • --host "" is refused — the guard now inspects args.values('host') as well as the flag: repo fork … --host "" → error: --host needs a value, nothing written.
  • All-dots owners are rejected: ^(?!\.+(?:\/|$)) — ../widget, ./widget, .../x all refuse with not a repository, while acme/.. and acme/. were already refused and a.b/c_d still passes.
  • The good paths still work: repo fork --as-user acme/widget sends path: "acme/widget", host: "github.com", identity: "user"; the opener route still turns an existing fork into https://github.com/me/widget from gh's already exists line and exits 0.

corepack yarn check: 384 pass; check-runs on c9f6637 green on Linux, macOS, WSL and Windows; no unresolved threads.

One nit left

The broker's other half of the fork rule — action === 'fork' && identity !== 'user' → a fork must be owned by a person — still has no test. The new case covers the accepted identity; the refusal beside it is one await handle({...action: 'fork', identity: 'app'}) away, and it is the rule that keeps an installation token from being asked to fork.

A note on my own process

The first run of my handler probe printed bad-request for a fork that should have passed. That was not the code: I had started the mutation (removing action !== 'fork') in the same instant, so the probe imported the mutated source. Re-running it alone gave ok: true. Third time in this review that a probe and a mutation shared a window — worth remembering that they must never run concurrently, since the failure looks exactly like a product bug.

bea9ecb pins the last rule: fork with identity: 'app' → bad-request, "a fork must be owned by a person". Removing the guard fails exactly that test, so it bites.

The guard also covers the absent case (identity !== 'user'), which is what an older client would send — the same request without identity is refused, so nothing reaches the provider that cannot own a fork.

corepack yarn check: 385 pass. Check-runs on bea9ecb green on Linux, macOS, WSL and Windows (CodeRabbit is still null/in progress, not a required check). No unresolved threads. Nothing left from me on this branch.

6bef245 closes the hole I would have wanted next: the fork request's host is now a validated host, not any string, and it is checked on both sides.

Measured, with two request files written straight into a channel (bypassing the client, which is what a hostile container can do):

skipped 20260101000000-host1: unreadable, or another opener has it ← host: "evil.example/x#"
forked acme/widget as this user: https://github.com/me/widget ← host: "github.com"

The hostile one never reached gh (one invocation recorded, for acme/widget) and produced no result, so no https://evil.example/x#/me/widget was ever answered. The valid one is unchanged.

HOST is the right shape for the job: no @, /, #, ?, % or newline can pass, so the constructed URL cannot be steered with userinfo or a fragment, and the opener re-tests it before interpolating rather than trusting claimRequest alone. The tightened already exists pattern is now anchored per line and restricted to owner/name, which is what gh actually prints without a TTY.

corepack yarn check: 385 pass. Check-runs on 6bef245 green on Linux, macOS, WSL and Windows; no unresolved threads.

One nit

The boundary is the half that is untested. The new assertion covers requestProblems — the client's own write path — but not claimRequest, which is what screens a file the container wrote directly. I removed the HOST.test from claimRequest (leaving requestProblems intact) and the suite stayed green, 29/29. The behaviour is right — the skip above is that check doing its job — but nothing would notice if it were dropped. A case like the measurement above (a hand-written request with host: "evil.example/x#" and a --once sweep asserting no result) would pin it.

@i1stG Added in a test that writes a fork request directly with host "evil.example/x#" and asserts claimRequest returns undefined, so the boundary check is now pinned. 385 pass.

308991e pins the boundary, and it bites: with HOST.test removed from claimRequest (leaving requestProblems untouched), carries a fork request without branches or text now fails on a hand-written invalid host is not claimed. That was the only untested half, and it is the one that matters — the file the container writes directly, rather than the client's own path.

Outside diff Pass the requested host to the fork command.

279-279: Major · Functional Correctness · Quick win

Pass the requested host to the fork command.

The fork call passes only request.repo, which has no host. gh resolves that name through the account's default host. The account branch of openerEnv also removes any inherited GH_HOST. When request.host differs from that default, the fork can be created on the wrong host. The existing-fork branch then builds its URL from request.host, so the reported URL can name a host that gh did not use.

When the request names a host, set GH_HOST for this call. Validate the value first, because it selects the host that gh contacts with the account's credentials.

@coderabbitai Fixed in 60aee21: the fork branch sets GH_HOST from the validated request host (after openerEnv clears inherited GH_*), so a non-default host forks against the requested host; the fork test now asserts GH_HOST=github.com. 385 pass.

@JounQin Thanks for the update. Setting GH_HOST from the validated request host after openerEnv clears inherited GH_* addresses the host-selection concern. The test assertion checks that the fork subprocess receives GH_HOST.

## Status and roadmap
The action/CLI redesign (host-side `gh`, `gcb gh`, host-user delegation) is **underway**. YAML
configuration and the three-package split are implemented. The typed action catalog and
`gcb gh` broker/client path are present; the executor exists but several Phase 2 items remain
incomplete. The root `Dockerfile` builds the client and host image stages, and the old `pr`/`logs`
commands are not removed yet. The Phase 2 design note is in
`.agents/notes/proposed/architecture/2026-10-25-host-side-gh.md`. [`ROADMAP.md`](ROADMAP.md) is authoritative for the target and the order; this file
describes the current tree, which is the last green baseline. Do not
implement a later phase to unblock an earlier one without updating the roadmap first. The target
brand is `gcb`: the CLI, container and service share the name, the main broker is `gcb app`, and
the current `host-opener` becomes `gcb host` (typed host operations, not a shell; service name
`gcb-host`). Names in this file are the current ones until that phase lands.

# ROADMAP

## Phase 3 — host-user delegation and multiple host accounts

Account selection:

- [ ] `pr create` head handling:
      - no raw gh prompt: canonical args include `--head`, `--title` and `--body`; no preflight.
      - GitHub decides whether the head exists. The broker does not compare SHAs, check ancestry,
classify freshness, or map a failure to `head-not-pushed`.
      - a failure returns a sanitized `pr-create-failed`, with the provider detail on the host log.
      - `pr create` never pushes, forks, or asks for push/fork; a later `git push` updates the PR.
      - tests: failure returns `pr-create-failed`; no SHA inputs are required; the broker never
        pushes or forks.

60aee21 makes the fork actually go to the requested host, which until now was only used to build the already-exists URL. Setting GH_HOST is the right lever: gh's own help topic describes it as "the GitHub hostname for commands where a hostname has not been provided, or cannot be inferred from the context of a local Git repository", and gh repo fork owner/name has no --hostname flag, so the environment is the only way to choose it.

The env composition is ordered correctly — openerEnv(proxy, account) first (which deletes the inherited GH_HOST and tokens, as documented), then the request's host — so a request without a host still ignores whatever the opener's own environment says, and one with a host overrides only that. The re-check !HOST.test(request.host) before spawning is defence in depth over claimRequest, and harmless.

The test bites: removing the GH_HOST assignment fails "runs gh repo fork with the repository and returns its URL" (it now records the child's GH_HOST).

corepack yarn check: 385 pass. Check-runs on 60aee21 green on Linux, macOS, WSL and Windows; no unresolved threads.

One small doc gap

The README's repo fork paragraph never mentions --host, and for a deployment on GitHub Enterprise — which is precisely who needs this commit — that is the flag that makes it work. repo.ts's usage text has it, so a sentence in the README pointing at --host (and at the origin remote's host as the default) would close the loop. Not a reason to hold.

@i1stG Fixed in 2601f73: repoAllowed lowercases the caller value itself, and the opener fork test now sends Acme/Widget against an acme/widget allow entry. The config-load failure appends the underlying message instead of replacing it. 386 pass.

2601f73 fixes both, and the case fix is in the right place — repoAllowed now folds full, so its contract no longer depends on every caller remembering to normalise first. That is the correct home: the broker satisfied it only because normalizeRepoPath happens to lowercase, and now both paths are case-insensitive because the helper is.

Measured on the head, with the allowlist allowing acme/widget and a checkout whose origin is https://github.com/Acme/Widget.git:

repo fork --as-user alice → forked Acme/Widget as alice: … exit 0 (was refused)
repo fork acme/widget --as-user → forked acme/widget as alice: … exit 0
repo fork other/repo --as-user → not in the allowlist for github.com exit 1

The spelling the caller used still reaches gh and the answer (Acme/Widget in the argv), so only the comparison folds — which is what GitHub's own case-insensitivity means.

The test now uses Acme/Widget against the lowercase entry and asserts the argv keeps the case, so it pins both halves. Removing the toLowerCase() fails it.

The config error is diagnosable too. With a malformed config:

a fork needs the broker config allowlist: invalid config (…): hosts["github.com"].allow must be a non-empty array; … ; pass --config or set GIT_BROKER_CONFIG

gh never runs, and the operator gets the real reason plus the hint.

corepack yarn check: 386 pass. Check-runs on 2601f73 green on Linux, macOS, WSL and Windows; no unresolved threads.

Return the URL for an existing fork when host is omitted.

A host-opener request may omit host, and core validation accepts that request. When gh reports an existing fork, this branch returns {}, so the opener records no URL and logs undefined. The current client always sends the resolved host, but other valid host requests can still reach this branch.

008b8ae removes the last branch that could answer a fork with "no URL": the already exists path now builds the URL from the local host (request.host ?? 'github.com'), which was validated against HOST earlier in the same branch. That is the right variable — the allowlist check on the line above already treats a host-less request as github.com, so the URL and the permission decision now agree instead of one assuming a host and the other refusing to name one.

The test is the honest version of the case: the request omits host, and the answer is still https://github.com/me/widget. Reverting to the {} answer fails it, so the behaviour is pinned rather than incidental.

4576f33 closes the inconsistency that was left after 008b8ae: the allowlist check and the reported URL resolved a host-less request to github.com, but forkEnv still consulted request.host, so with none it fell back to whatever GH_HOST the opener's own environment carried. Now one variable (host) decides all three — the allowlist, the URL, and the host gh is pointed at — and forkEnv no longer has an "undefined means inherit" branch to disagree with them.

The test is the case that mattered: with GH_HOST=enterprise.example and GH_TOKEN=inherited-token in the opener's environment, a host-less request produces github.com| in the child's environment and https://github.com/me/widget in the answer. Reverting to the inherited environment fails it, so the behaviour is pinned end to end, and both variables are restored in a finally.

The narrowing is defensible on its own terms: a token inherited by the opener belongs to whichever host it was set for, and a fork must not be sent to a host the allowlist never checked. The client always sends an account, so the --as-user <login> path is unchanged.

corepack yarn check: 386 pass. Check-runs on 4576f33 green on Linux, macOS, WSL and Windows; no unresolved threads.

2f67148 fixes the usage line to name the precedence the code actually implements — the origin remote's host, and github.com only when there is no usable origin — which is the same order the README settled on in c60c2b8. The old text listed github.com first and the origin second, which read as the opposite.

The import merge is harmless: fail, parseArgs and say all come from gcb-core, and the usage output renders correctly.

Changes requested

f897583 restores something real — an accountless fork on github.com authenticated by the opener's own GH_TOKEN was broken by the blanket deletion in 4576f33, and this puts it back. But the rule it uses does not match how gh actually chooses a token, and the comment asserting why is the opposite of gh's documented behaviour.

gh's model (cli/go-gh/pkg/auth, tokenForHost, and gh's own help environment):

  • GH_TOKEN, GITHUB_TOKEN — used when the host is github.com, *.ghe.com (tenancy/Enterprise Cloud) or github.localhost.
  • GH_ENTERPRISE_TOKEN, GITHUB_ENTERPRISE_TOKEN — used for every other host, i.e. GitHub Enterprise Server.

So "enterprise tokens never match GH_HOST" is not true: GH_ENTERPRISE_TOKEN is precisely the token gh uses when GH_HOST is a GHES host. And host !== 'github.com' misclassifies two cases:

resolved host gh would use this code keeps result
github.com GH_TOKEN GH_TOKEN correct
acme.ghe.com (tenancy) GH_TOKEN neither — GH_TOKEN deleted, enterprise always deleted env-token auth lost
ghe.example (GHES) GH_ENTERPRISE_TOKEN neither — enterprise always deleted env-token auth lost

That matters more than the corner it lives in, because this same PR is what added GitHub Enterprise support to the fork route (--host, GH_HOST, the allowlist per host). An enterprise deployment whose opener authenticates by GH_ENTERPRISE_TOKEN rather than a gh auth login config now cannot fork an accountless request, and the comment tells a future reader it cannot happen.

Two ways to fix, both small:

  1. Stop deleting for accountless requests. GH_HOST is already forced to the validated host, and gh keys its token classes by host, so GH_TOKEN cannot be sent to a GHES host or GH_ENTERPRISE_TOKEN to github.com. The deletion buys nothing and is what keeps going wrong.
  2. Mirror tokenForHost if the distinction is wanted: treat github.com, *.ghe.com and github.localhost as the GH_TOKEN class and delete only the enterprise variables there, and delete the GH_TOKEN pair for every other host.

Either way the comment needs to say what gh does, and a test with a GHES host (GH_ENTERPRISE_TOKEN kept, GH_HOST forced) and a *.ghe.com host would pin it — the current test only covers github.com.

corepack yarn check: 386 pass. Nothing else changed in this commit.

5ed4183 takes the simpler of the two fixes and the better one: no deletion at all for accountless requests, with GH_HOST forced to the validated host. That is exactly the property the deletions were trying to buy — gh keys GH_TOKEN to github.com/*.ghe.com and GH_ENTERPRISE_TOKEN to every other host, so with the host pinned an inherited token cannot reach a different instance. Enumerating gh's host classes by hand was the part that kept going wrong; letting gh do it removes the failure mode instead of re-stating it.

The comment is now true in both directions: gh chooses by host, and a named account had its four token variables removed by openerEnv, so this only concerns accountless requests.

Both halves are pinned, and I broke them to check:

mutation result
delete GH_ENTERPRISE_TOKEN / GITHUB_ENTERPRISE_TOKEN again "keeps the token class gh uses for that host" fails
delete GH_TOKEN again both github.com fork tests fail

The new test covers the case I named — ghe.example in the config, GH_ENTERPRISE_TOKEN in the opener's environment, GH_HOST=ghe.example and the token intact in the child, https://ghe.example/me/widget in the answer — and restores the variable in a finally.

corepack yarn check: 387 pass. Check-runs on 5ed4183 green on Linux, macOS, WSL and Windows; no unresolved threads.
