Raises the minimum Go version from 1.25 to 1.26 so the pinned
golang.org/x/net and golang.org/x/text can move to fixed releases.

  • x/net v0.57.0 → v0.62.0 (GO-2026-6860, GO-2026-6866) and x/text
v0.40.0 → v0.43.0 (GO-2026-6629). OSV reports none at the new pins.
  • None of the three was reachable — both modules come in only through
gomega in the tests — so govulncheck was already green. Scorecard's
Vulnerabilities check reports on presence and listed them.
  • Every x/net release since v0.61.0 declares go 1.26.0, and Go 1.25
is past upstream support, so 1.26 is the lowest floor that takes the
    fix.
  • The CI floor-build job, the README requirement and the Dependabot
    comment move with it.
  • Release-notes fragment under [Breaking Changes] and
[Security Updates]. This is a consumer-facing floor change, so the
next release is a minor bump, as v1.23.0 was for the 1.25 floor.

Locally: go build under go1.26.0 passes, go mod tidy is idempotent
in a clean copy, and make check, make test-race, make audit and
make changelog-check pass.

The pinned x/net v0.57.0 and x/text v0.40.0 carried 3 known
vulnerabilities between them: GO-2026-6860 and GO-2026-6866 in x/net,
GO-2026-6629 in x/text. Both are now current and OSV reports none.

govulncheck stayed green throughout. Both modules arrive only through
gomega in the tests, so none of the three was reachable from this
package. Scanners that report on presence rather than reachability
disagreed, and consumers run those.

The x/net fix first ships in v0.62.0, and every x/net release since
v0.61.0 declares go 1.26.0, so the floor has to move to take it. Go
1.25 is already past upstream support now that 1.27 is out, so 1.26
is the lowest floor that admits the fix and costs consumers least.

The CI floor build, the README requirement and the Dependabot comment
move with it.
