Adds a shared action that signs a published commit notification for a Flux generic-hmac Receiver. Missing receiver secrets leave polling in place, partial configuration and failed requests fail the step without printing credentials.
Restores the shared-action path intended by copier-python-service PR 48. Consumers call it after a successful image push.
Runs this public repository's test and lint jobs on GitHub-hosted runners because its gus-small jobs remain unassigned while the pool serves private repositories.
Validation: 127 tests pass, including signing and credential-safe failures.
