Found by the U5 skills fix: the illustration hook lists its fallback paths in a different order in skills/opendesigner/references/hooks.md and the generated hooks.json. Decide the order in the source (see research/L17-how-systems-get-made.md hook table), rebuild with python3 tools/build_data.py, and add a check.
