Moves to legume-numeric 0.9 (and, where they apply, its dependents' 0.9-line releases), with a minor version bump. legume-numeric 0.9 changes its public API, and every crate in a build needs the same legume-numeric, so the crates that depend on it move together. No code changes were needed; the tests pass against the unreleased upstreams.
Release order: legume-numeric, then legume-genomic-types, hsblock-rs and legume-enrichment, then data-beans, then legume-graph-embedding.
