ci: remove sync-develop workflow - #152

The workflow pushed directly to develop to fast-forward it after each promotion. With required status checks on develop that push is rejected (GH006), so it has been failing on every promotion. main no longer uses strict status checks, so develop does not need to be up to date for a promotion PR to merge, and the sync step is unnecessary.

O workflow empurrava direto para
developpara fazer fast-forward após cada promoção. Com checks obrigatórios nodevelop, esse push é recusado (GH006), então ele vinha falhando em toda promoção.O
maindeixou de usarstrict, então odevelopnão precisa estar atualizado para um PR de promoção mergear — a sincronização deixou de ser necessária.
