docs: close TDD 0058 as superseded by 0061 - #176

The 13-mutator state.sh refactor targeted the coprocess fragment I/O. FR-27/39/40 now live on run-record.sh (0061); implement.sh is retired (0063). No live caller remains. Body kept as historical record.
