Pin plugin manifests, retired-runner stubs, status.sh run-record snapshot, README /build-tdds table, and aggregator unhook before those surfaces change. TDD: 0063
Drop hard Superpowers/pr-review-toolkit deps. Stub implement.sh and implement-watch.sh (exit 2, /build-tdds). Retarget status.sh at the 0061 run-record. README lists /build-tdds; aggregator unhooks coprocess evals. plugin.json 3.43.0 -> 3.44.0. TDD: 0063
