Frontmatter is still name: implement; vendor CLI names remain; models.sh is absent. next_gate observation already holds on 0061 libraries. TDD: 0062
Rename the implement skill to build-tdds. Parent sequences one implementer, mechanical gates, one verify worker, one reviewer. models.sh is the sole ADR 0009 product-name site. TDD: 0062

Summary
Bootstrap build of TDD 0062 (FR-84). The implement skill is now
/build-tdds(name: build-tdds). Parent sequences one implementer, mechanical gates, one verify worker, one reviewer.scripts/lib/models.shis the ADR 0009 binding site. Plugin3.42.0→3.43.0.Status flips of 0005 / 0008 / 0010 / 0011 / 0025 already landed in the design PR.
