Bootstrap build of TDD 0061 (FR-84). Adds
scripts/lib/verdicts.shandscripts/lib/run-record.sh. Flip authority is four JSON files per TDD per run (ADR 0011). Plugin3.41.0→3.42.0.Status flips of 0056 / 0024 / 0030 / 0032 to
superseded by 0061already landed in the design PR; this branch does not re-touch those files.FR-15 observations
