Build release notes from CHANGELOG.md via just changelog - #10

Replace git-cliff regeneration (which collapsed the curated 0.2.0 section to one-line PR titles and included sections for every previous version) with the just changelog task — the same pattern used in immichporter, db-backup-runner, imgora, and the wodore repos. The section header goes to stderr, so only the body is captured.
