actionlint runs `shellcheck` on workflow `run:` blocks. Without a pin, the hook picks up whatever `shellcheck` is on `PATH`, and a mise shim with no version set makes actionlint abort. Glory to the Omnissiah
`ubuntu-latest` moves to Ubuntu 26 from October 19, 2026. Naming the image makes the move happen now, in a commit we can test and revert, and it means a later change to `ubuntu-latest` can't switch the image under us. actionlint 1.7.12 doesn't know the new labels yet, so `.github/actionlint.yml` registers them.
