Follow-up to the Mac mini CI speedup review. Generated with the Codex CLI and reviewed.

A small changes job (dorny/paths-filter, pinned SHA, on the minis) runs on PRs only; pushes, manual runs and other events always run everything. A job skipped by if: reports as successful, so required checks keep reporting and merges never block.

  • Documentation / build: on PRs runs only when root files (manifests, lockfile, configs, README), apps/docs/**, docs/**, packages/**, fixtures/**, scripts/**, types/**, planning/examples.json, planning/example-symbols.json or the workflow change. Push to main still builds and deploys.
  • docs.yml and quality.yml now cancel superseded runs on PRs only, so a main deploy can never be cancelled. quality.yml already had its own paths-filter and is otherwise unchanged.

All jobs stay on [self-hosted, macOS, ARM64] with the fork-PR guard.
