feat(files): upload into a folder from the file tree's right-click menu - #159

The header upload button only targets the shown directory, so uploading into another folder meant navigating there first. The file actions menu (right-click in the tree, and the header "...") now has "Upload to this folder": a folder's own path, or the folder holding a file. A clash offers Replace into the same folder.

Summary
In the workspace file tree, upload only reached the directory on screen: to put a file in another folder, you had to open that folder first. The file actions menu now has an Upload to this folder item. The menu opens from a right-click in the tree, or from the header "..." button.
