requirements.txt now requires fastapi>=0.146.0, httpx2>=2.14.0 and pydantic-settings>=2.16.0, but the image installs from requirements.lock. Locks fastapi 0.146.0, httpx2 2.14.0 (httpcore2 2.14.0) and pydantic-settings 2.16.0; other pins unchanged.
