[CRE] Remove legacy data-feeds workflow job changesets Deletes ProposeWFJobsToJDChangeset (v1+v2), the offchain legacy workflow-spec generation (workflow.go + workflow.tmpl + workflow_spec.yaml.tmpl), their config types and the now-unused LoadJSON helper. Both changesets generated legacy type=workflow job specs, rejected at every JD entry point. Also removes chainlink's last import of common's legacy pkg/workflows/sdk root. Part of CRE-5836.
