Scope: README.md only. Adds a six-phase diagram and question/output table, explaining cycle as coordinator. Preserves existing tool/handoff/navigation content and 60-line limit. Task: agentic-devlopment-3oh. Source checks: 104 unittest tests pass; payload inventory and diff check pass. Independent source review reported favorable findings but worker finalization failed; no release acceptance claimed. Promotion must use a separately verified generated-only PR, never merge develop into main.
