Issue: bemanproject/beman-tidy#258

Summary

  • Bumps beman-tidy from v0.4.0 to v0.4.1 in .pre-commit-config.yaml
  • Enables --require-all mode so all Beman Standard requirement checks must pass

Test plan

  • CI passes with beman-tidy v0.4.1
  • --require-all does not introduce new failures

I'm not sure what is with the submodule check here in this repo --- it seems like a hard error that's not too helpful unfortunately. @neatudarius I presume the tidy change is good on your end? If yes I'd like to merge this
