Add AgentRisk plugin

Description

Adds a pre-trade token risk scoring plugin for Base MCP. AgentRisk combines direct on-chain checks, GoPlus Security, and DexScreener liquidity data into a single risk score, gated by a self-hosted x402 facilitator (0.15 USDC per call). Tested against 16+ real Base tokens today, including a HIGH_RISK detection independently cross-verified against TokenSniffer.
