Non-blocking CI experiment. Base carries the Bazel-8-lane gating; this PR changes only a Rust file, so the dorny paths-filter should report bazel8=false and the 'ubuntu-24.04 / Bazel 8.7.0' lane should be skipped, leaving only the ~6min Bazel 9 lane. Measuring wall-clock delta vs the ~12min two-change base.
