…split + cargo MSRV pin Deliberately NO disk-cache levers: on this fork main never populates the actions/cache (push events startup-fail), so a cold/novel PR restores nothing from it — a disk-cache speedup would only reproduce on same-commit reruns, which is not an honest cold number. This branch keeps only cache-independent wins: - native-bazel: gate the Bazel 8.7.0 compat lane on affected paths (code-only PRs skip it). Cold max-lane for Bazel Native drops Bazel-8 (cold ~650s) -> Bazel-9 (cold ~380s). Backstop: full matrix on push to main. - nix: list-only rbe-discovery target, removes the nativelink rebuild from generate-rbe-commands (124s -> 93s), cold-reproducible. - native-cargo: pin to MSRV 1.97.1 to fix the toolchain-drift red lane (keeps the lane green; correctness/determinism, not a speedup). Levers: (1) gate Bazel-8 compat lane on affected paths (code-only PR skips it: Bazel-Native cold max-lane 652s->378s); (2) rbe-discovery list split (124s->93s); (3) pin native-cargo to MSRV 1.97.1 (fixes the toolchain-drift red lane).
