…d (Tom #2) generate-rbe-commands ran 'nix run .#rbe-toolchain-with-nativelink-test list' purely to enumerate lanes, which rebuilt nativelink (~124s on the fork) even though the list subcommand only prints static keys. Add a list-only target with no nativelink dependency and point discovery at it, removing a full nativelink rebuild from the critical path before the matrix fan-out. Non-blocking CI experiment. generate-rbe-commands rebuilt nativelink just to list lanes (~124s). This adds a list-only nix target with no nativelink dep. Measuring the critical-path cut on the Nix workflow. Do not merge; does not touch the hard-deck PR #6.
