GitHub retires the macos-14 image on 2026-11-02, and its scheduled brownouts
already cancel jobs that ask for it ("This job failed because of a scheduled
macOS 14 runner image brownout"). The macOS matrix in build-verification.yml moves to
macos-15, the CHANGELOG records it under Unreleased, and the comment above each matrix names the macOS
runners without a version.
