Adds the versioned B3-GE runtime definition and status identity while preserving legacy B3 as the default and the historical ge-beam3 route. CI binds exact ANYsolver implementation commit 67381475e5c6ed1583d92d8fa7f0fb5d64b43c6f. No default, mechanics, version, tag, or publication change.
