• Prepare three public Common workspaces for the Infrastructure-managed post-merge publisher using Raijin 1.1.1.

How to verify

1. With Node 24, run HUSKY=0 yarn install --immutable. The checked-in runtime, lockfile, and PnP state install without changes.
2. Run yarn check --verify and build @atls/core-errors, @atls/guard-clause, and @atls/logger. Format, lint, typecheck, five unit tests, and the three package builds pass.
3. Run yarn version check and yarn version apply --all --dry-run. Inferred patch decisions select versions 0.0.6, 0.0.3, and 0.0.5 for those packages. Four private examples receive decline decisions and remain unpublished.
4. After the Infrastructure caller for this repository is applied, merging this PR should publish only selected public packages and create matching GitHub Releases.

Proofs

• @atls/code-runtime and its type reference are removed; the root uses Raijin 1.1.1 and Yarn 4.18.0.
• The new lint rules remove unused suppressions. Validator and Ajv imports were checked against their runtime module shapes; logger configuration tests still pass.
• Seven historical changelogs were normalized without changing nonblank content or order.
• Immutable install, full checks, three package builds, version check, and release dry run passed locally.
