Use glibc hwcaps to keep v3 rebuilds on capable CPUs and fall back to the generic CachyOS repository on baseline x86-64. Note: Fixed: CachyOS installs now keep non-v3 CPUs on compatible repositories

Runs the full no-root backend suite with the compositor contract required by current upstream, verifies the CachyOS offline regression, and separately proves the existing release-offline-builds failure is already present at upstream b0d52cf.
The real feature branch fix/cachyos-repo-isa remains unchanged.
