Use glibc hwcaps to keep v3 rebuilds on capable CPUs and fall back to the generic CachyOS repository on baseline x86-64. Note: Fixed: CachyOS installs now keep non-v3 CPUs on compatible repositories

Temporary fork-local CI validation only. Do not merge.
Both base and head contain the same temporary validation workflow, so the PR diff remains the real three-file CachyOS ISA fix. The workflow supplies the compositor variables required by current upstream and runs the full no-root backend unit/dry-run suite, including tests/install-offline.sh.
The real feature branch fix/cachyos-repo-isa is unchanged.
