Use glibc hwcaps to keep v3 rebuilds on capable CPUs and fall back to the generic CachyOS repository on baseline x86-64. Note: Fixed: CachyOS installs now keep non-v3 CPUs on compatible repositories

Temporary fork-local CI validation only. Do not merge.
Both sides contain the same temporary validation workflow, so the PR diff remains the real three-file feature change. The validation job supplies the compositor variables newly required by current upstream and runs syntax, ShellCheck, and tests/install-offline.sh.
The real feature branch remains unchanged.
