Use glibc hwcaps to keep v3 rebuilds on capable CPUs and fall back to the generic CachyOS repository on baseline x86-64. Note: Fixed: CachyOS installs now keep non-v3 CPUs on compatible repositories

This branch adds one temporary workflow so the actual feature commit can be validated while current upstream installer dry-run fixtures are failing earlier on newly required compositor variables.
The workflow runs the unchanged feature files with the required compositor environment and executes:
The real feature branch remains unchanged and clean.
