Add tracer bullet ticketing

Summary

• add Matt Pocock's o-tickets workflow for vertical tracer-bullet tickets
• preserve blocking edges, wide-refactor expand-contract handling, approval round, and ticket templates
• replace Matt-specific setup and .scratch assumptions with the tracker/location actually configured by the repo or user

Evidence

• native Sol decomposed the saved-filters spec horizontally: persistence, API, UI, then E2E verification
• o-tickets instead made ticket 1 deliver save/list/private filters end-to-end, then layered apply, rename, and delete as independently verifiable behavior slices
• git diff --check, pwsh tests, and Windows PowerShell 5.1 tests pass
