Bumps golang.org/x/net v0.57.0 → v0.61.0, which fixes five HTTP/2 advisories that were all fixed in v0.60.0 (CVE-2026-78659, -78660, -78669, -78663, -97032). Also bumps x/text → v0.43.0, which fixes CVE-2026-56851, and brings the x/sys, x/term and x/sync bumps these releases require.

go build, make lint and make check pass, and govulncheck no longer reports the x/net or x/text advisories. cilium/ebpf is left for the existing dependabot PR #221.

golang.org/x/net v0.61.0 fixes GO-2026-6603/6610/6611/6612/6617
(CVE-2026-78659/78660/78669/78663/97032). golang.org/x/text v0.43.0
fixes GO-2026-6629 (CVE-2026-56851). go mod tidy also selects the
x/sys, x/sync, and x/term versions required by those modules.

- publish-docker: the docker/login-action@650006c6 pin was dropped from
the ASF allow-list, so the job has failed at startup on main since
apache#220. Replace it with a plain `docker login --password-stdin`, so
there is no third-party pin left to expire.
- compatibility: google-github-actions/auth@v1 and setup-gcloud@v1 are
not on the allow-list. Pin the approved SHAs, auth v3.0.0 and
setup-gcloud v3.0.1. Both still accept `credentials_json` and the
  same no-input setup.
