SEC-001: prune the per-station standard map, cap reverse DNS answers and host-hint addresses. SEC-002: revert a failed set_alias commit. SEC-004: the theme postrm also honours PKG_UPGRADE. SEC-005: sign only on a pushed tag. SEC-006 and the ACL wording: documented.

Adds signed 24.10 (opkg) packages and a 24.10 repository next to 25.12, see INSTALL. Tested on a 24.10.8 router: upgrade, removal, install, tampered index refused.
Also fixes the 1.0.7 security review's Low findings, and signing now runs in the approved
release-signingenvironment.
