Stamps the console release and moves the roadmap down a slot.

DESIGN.md §6 reserved v0.4 for Windows and v0.5 for Linux. The console shipped first, so it takes v0.4 and both ports move down one. Tags have matched roadmap milestones since v0.1, and this keeps that true rather than letting the two drift apart.

Not just comments

internal/setup/setup_windows.go and internal/setup/setup_linux.go print their version numbers to the user. A Linux user running switchboard setup today would have been told "Linux DNS automation is planned for v0.5" right after v0.5 shipped as something else. Those strings move with the roadmap.

Cross-compiled both GOOS=linux and GOOS=windows since their files changed.

Left alone deliberately

ADR 0001 and 0002 still name v0.4 for Windows and v0.5 for Linux. They record what was decided at the time and should not be rewritten.

Merge this, then v0.4.0 gets tagged and GoReleaser does the rest.

The version numbers in setup_windows.go and setup_linux.go are printed to
the user by `switchboard setup`, not just comments, so they move too. Left
alone: ADR 0001 and 0002, which name the old numbers. They record what was
decided at the time and should not be rewritten.
