[FEATURE] Add the Tooltip & Popover components #9
Description
Create reusable Razor components for tooltips and popovers, following Bootstrap Italia - Tooltip and Popover. Support all placement, triggers, and accessibility features.
Requirements:
- Implement Razor components (e.g., BitTooltip.razor, BitPopover.razor) that encapsulate the respective Bootstrap Italia styles.
- Support for all documented placements, triggers, and content.
- Expose parameters for ARIA/accessibility attributes.
- Add XML documentation for all public parameters.
Acceptance Criteria:
- The components render valid Bootstrap Italia markup for tooltips and popovers.
- All documented placements and features are supported via parameters.
- Components are unit tested for major use cases and variants.
- Usage examples are provided in the documentation or a sample page.

@albx I can take care of this one along with the avatar link which are connected ;)
I'll wait the other merge so we'll have a solid demo project to check how the components interacts with rest of the system

Hi @mrdevrobot. Sure, if you want to take care of this issue it will be a pleasure.
I was talking about it in a private chat with @Defkon1 few weeks ago. Reading the documentation of Bootstrap Italia maybe this two components are the first ones in which we will have to use javascript interoperability (just my idea, maybe it's not necessary).
I think that, in order to understand how to build them we can see how MudBlazor (or other libraries) does (see https://github.com/MudBlazor/MudBlazor/tree/dev/src/MudBlazor/Components/Popover and https://github.com/MudBlazor/MudBlazor/tree/dev/src/MudBlazor/Components/Tooltip).
Maybe we can consider to expose these components as services? If you have any ideas let's talk about it 🙂
