Track omega imports: persistent device, hazard checker, FP8 slot pool #206

Blocked on ADR 0043 Decision 0.

#203 (Refs #201) didn't import three omega-mv b5ab3fe94304 features. Their paths are recorded as divergences in tools/extract/drift-baseline.tsv:

• persistent device
• hazard checker (src/omega_bw_hazard.*, tests/bw_hazard_test.c)
• FP8 slot pool (src/omega_gpu_fp8_slots.* and related)

Architecture's landing notes

• FP8 slot pool: goes to the portable-top memory planner, written as .om.
• Persistent device: maps to the Decision 4 resident-kernel experiment, and is dropped wherever ob_queue_reset can't cancel it.
• Hazard checker: the static checker2 stays in omega-mv. A runtime checker would be CUDApp top code.

Whether any of these are imported is decided after the Decision 0 gate. Until then nothing lands, and any GPU behavior stays NOT_RUN on GB10.
