Print the screen hourly price on the header button when it would start a bill

Summary

• The header monitor button starts or raises the screen bill, but it was only an icon.
• When that click would charge, it now prints the rate next to the icon, same wording as the manage panel.
• Already-open screen, or already running at the same rate, stays the short icon.

Test plan

• node --test tests/computer-send-boot.test.cjs (15 passed)
• Do not click 打开屏幕 on production
