🧹 remove unused getEncoder function and unused imports in CamEngine

🎯 What: Removed leftover unused import (java.util.Locale) in CamEngine.kt and confirmed that the unused getEncoder function was completely removed from CamEngine.kt.

💡 Why: Cleaning up unused functions and dangling imports reduces clutter and improves code maintainability and readability.

✅ Verification: Verified CamEngine.kt contains no remaining references to getEncoder or Locale. Executed ./gradlew assembleDebug, ./gradlew lintDebug, and ./gradlew testDebugUnitTest, all of which built successfully and passed all tests.

✨ Result: Cleaned codebase in CamEngine.kt free of unused functions and imports.
