Add lychee link checking and fix broken links - #529

- Add lychee.toml and a Check Links workflow: PRs check changed Markdown files under content/; a weekly/manual run checks all of content/ and opens or updates a "Broken links report" issue. - Restore partner logos (v2.virtualflybrain.org now 404s) from the Wayback Machine into static/images/logos/. - Update moved staff profile links, vfb-connect docs URL, Geppetto paper/board/demo links, and archive link for the Takahashi thesis. - Add From Sight to Action under a new Other Useful Links section on the Resources page.
