Repair formal and Docker setup in SKY130 CI

The referenced CI run failed because sby was unavailable through apt, SymbiYosys was not installable from pip, and installing docker.io conflicted with containerd.io.

• Formal verification: Install Yosys and Boolector via apt, install SymbiYosys from a pinned source revision, and select Boolector explicitly:
