What and why

Cuts v1.7.7. Fifteen commits since v1.7.6, most of them hardening the scheduler and workers against a store under pressure:

• Stuck actions recover on their own: the scheduler sweeps executing actions on its own clock (Sweep executing actions on the scheduler's clock and keep a result the store refuses until it is resent #2923), workers report the operations they run on every keepalive and the scheduler requeues what a worker no longer reports (Report running operations on the worker keepalive and requeue what the worker no longer runs #2925), so a result the store refuses no longer leaves an action Executing indefinitely.
• Input staging survives eviction: an input evicted between fetch, lookup and link is fetched again (Relink an input whose blob was evicted during staging and count variant hits as blob use #2926, Fetch an input again when the store evicts it between fetch, lookup and link #2928), executable-variant hits count as use of the blob (Relink an input whose blob was evicted during staging and count variant hits as blob use #2926), and clearing a read-only tree no longer changes the mode of shared inodes (Clear a read-only tree without changing the mode of the files it links to #2934).
• Throttled object stores: Azure 503 ServerBusy and 429 replies are honored with a capped Retry-After and their own wait budget (Honor Retry-After on throttled Azure blob responses #2931), and a worker retries a failed input fetch in place instead of handing the action back (Retry an action's input fetch on the worker after a transient store failure #2932).
• Scheduler: worker match logging off by default (Worker match logging off by default, and listing only queued and executing operations when on #2924), WaitExecution through a forwarding grpc scheduler (Resolve a forwarded operation name by its configured instance and carry the request context to the upstream scheduler #2927), and an opt-in reservation hold for actions that only fit an idle worker (Hold a worker for a queued action whose reservation only fits an idle one #2933).
• Metrics: queued and executing actions by age (Report queued and executing actions by age #2929), retry outcomes per client for every store and gRPC client that retries (Count retries, recoveries and exhausted retries per client #2930), with the new attribute keys prefixed (Record the input fetch retry outcome under a prefixed attribute #2935).

How was this verified?

• Versions bumped in MODULE.bazel, Cargo.toml and all 13 crate manifests (including nativelink-metric-macro-derive); nativelink-fuzz stays at 0.0.0 as before.
• cargo update --workspace --offline and cargo metadata in nativelink-test/fuzz leave both lock files unchanged, so the nativelink-* version entries in them are what cargo writes.
• No nativelink-* package is left at 1.7.6.
• CHANGELOG.md was prepended with git cliff --unreleased --tag=v1.7.7 --prepend; the diff is additions only.
• The commit touches the same 18 files as the v1.7.6 release commit.

Risk

Low. Version strings, lock files, the changelog and cliff.toml grouping rules. No source or configuration behavior changes.

cliff.toml gains a rule per v1.7.7 commit, pinned by subject: their bodies matched the generic word rules (test, Add), which filed bug fixes and features under Testing & CI and Miscellaneous.
