Retire all provider runtimes on archive

Summary

• tear down every tmux window mapped to an archived provider session
• purge duplicate persisted and in-memory provider bindings atomically
• terminate backend-specific resume processes and cover manual and idle archive flows

• 1072 pytest tests passed
